Suddenly, Substance Abuse And Dual Diagnosis Became A Catch Phrase For Addicts Seeking Mental Health Disability.  Dope Fiends Were Housed With Folk That Had No Substance Abuse Issues; It Was Like A Newborn Impala Surrounded By A Bunch Of Bitching  Hyenas. The Same Thing Occurs Today In Supportive Housing.
